A sons promise to full fill his mother's dying wish

My partner Jay Jay who is 33 years old who had a brain tumour removed last year well his father passed away 21 years ago from a heartattack and his mother passed away 4 years ago from breast cancer a few weeks before she passed away he made a promise to her that he would take her role and would take care of his IHC sister she also has serve eperlipsy as well she is 38 and his little brother who is 22 who had a really bad skate boarding accident and was in a coma for a few weeks with heriffect injurys he had a very long road to recovery my partner is also raising his 15 year old son my partner being on a benefit can't afford to pay for his mother's funeral costs so he has a bill with the funeral home when his father passed away his mum brought a plot at the cemetery for him and her self but my partners gotta pay for a double headstone for his father and mother which he can't afford he saves what money he can to pay for all of this for his parents and he gets so far and then bills come in eg medical bills etc for his brother and sister and then his sons school fees school trips etc come in so the money he puts away he needs to use to cover the bills so that's why both his parents have no headstone at this point and time he also has a bill with the council for the digging and refilling of the burial plot which he can not afford to pay my partner is such a giving kind and caring person who will do anything and everything for anyone he always puts everyone else's needs before his own always he is that full on taking care of his family to honour the promise he made his mother on her death bed he has been that full on that he hasn't had a chance to Greve for his own parents yet and the one thing he really wants is to put headstones on his parents graves but the council will not allow that until he pays them because the council own that piece of land and my partner no matter how much he is struggling he will not show it but I can see he's hurting he won't ask anyone for help because of the promise he made to his mother he feels he has to do it and only him but has now come to realise that its not possible for him to do it all on his own so I'm asking please for everyones help to help me help my partner put his wants first and do this one last thing for his parents
