Help Tady replace his car after his was written off in a Hit and run

My brother was involved in a head on hit and run. The other car was speeding down our road and drove into Tady. Tady managed to stop but the other car was going too fast. The other car quickly turned around and drove off and Tady was only able to get the first three letters of the number plate. This was his first car that he has only had for six weeks, he spent all of his savings including all the money gathered from multiple birthdays and Christmases, and also his new first job. He is very sad and disappointing about his car being totaled. He had third party insurance only and the car at fault drove off quickly so he is not covered by insurance. The police were called but said they couldn't do anything except look at security footage, and have had no luck.
