Opposition to Plan Change 13 continues in the community and Residents for Responsible Development Cromwell (R4RDC) now has over 120 registered members.
Our small town in Central Otago consisting of about 6,000 people has been identified as a site for a 900 lot subdivision, to be known as ‘River Terrace’. If allowed, the Private Plan Change will see what is essentially rural land rezoned to add around 2,500 people to the population.
Following a comprehensive Hearing last year, Independent Commissioners appointed by the Central Otago District Council explicitly declined Winton Partners application to build up to 900 houses on the Sandflat road site immediately adjacent to Highlands Motorsport Park.
Unfortunately, the developers elected to appeal the decision in the Environment Court.
This process comes at significant cost to all those opposing the development.
Recently, R4RDC successfully applied for Environmental Legal Aid funding. This indicates that the case against PC13 is of significance beyond our local community.

We aim to Raise funding to be able to engage a lawyer, economist and urban designer to help put our case forward at a plan change hearing.
If the goal is not reached, the funds will be used to pay legal fees, urban design fees and planning fees.
