Elderly woman discriminated against by DHB due to a history of mental health disorder.

Janet flooded her bathroom. During the clean up I realized her broken kitchen & bathroom vinyl was asbestos. Her younger home help would be at risk in 20 years if it wasn't fixed. Insurance covered removal & replacement of bathroom vinyl. A reverse mortgage would cover the kitchen vinyl, lounge carpet & for a shower as she was unsafe with the bath.

She asked GP for an age-related needs assessment for respite in a rest home & hopefully to help modify bathroom. Due to her MH issues from 20 years ago, she was instead referred to MH team who promised 2 weeks respite & assessed her as rest home level care. The budget & respite covered the costs, so she signed & paid deposits.

3 days before respite started, the MH team said their respite money couldn't pay a rest home. Cancelling contracts would waste money. Delays would make it unaffordable. She requested the MH team refer to age-related services for assessment. This was rejected as her stay was to be short term & she had history of MH issues.

The 6 week time frame ballooned to 10 due to a series of unfortunate events: Tradies damaged walls in kitchen & caused water damage; mould from the flood was found on studs and gib; the vanity was not ordered; the wrong shower was sent; a new nib wall was too large so alterations were needed for her to fit past washing machine into bathroom. Her elderly cat went missing twice in the middle of winter. Over budget by almost $4,500 due by 20/8. Now 2.5% interest charged / month.

Use of funds

Paying outstanding balance on the final bill for housing modifications (plumber/ builder/ electrician/ gib stopper/ painter). Over-budget due to lack of promised respite funding & a series of setbacks during renovations. Funds will be released to Janet's daughter Christina.
