Locks to keep autistic kid safe and secure

I am a solo mum of 4 kids, 5 year old twins, my 6 year old Luisa and my oldest child who is 14.
Luisa is autistic and has no sense of fear or safety. This means she will actively seek out a way to go out on an adventure whenever she likes. We live in an 80km open country road beside a 45km blind corner. The locks are needed on the windows and doors to keep her in overnight so I can have a chance to rest. Currently the windows are screwed shut where I can and I cable tie the door chain locks at night. But still she is finding ways out. The kitchen has aluminium window frames so can’t be screwed shut and we have a big bi fold window that is over 2m high that she has jumped out of. I’ve got a quote for window locks and security cameras so I can keep an eye on her or have footage telling me what she is currently wearing/when she has left the house, all useful information for the police involved. I’ve been working with Oranga tamariki, nz police, Kaikaranga trust to actively find a solution but we do not qualify for funding. I just want to put locks in the windows and be able to keep my kid safe but also sleep in my own bed. I’m currently sleeping on a bean bag in the hallway outside her bedroom door as I can’t see any other way to keep her in.
