Oblique fracture from another dog

I took my 7 months westie puppy to Manuka Reserve on 15/10/2022. All of a sudden, a 55kg German shepherd ran to her and stepped on her left rear leg. She was screaming and crying so hard so I took her to the animal referral centre emergency as soon as I got the other dog owner’s phone number. The owner said Nomi is so drama…when this happened.
After X-ray, the result shows that Nomi has an oblique fracture of her tibia. This is best repaired with surgery. Surgery can cost around $8000 but a more accurate estimate can be given by a surgeon. Surgery has a better chance at a good outcome but still requires strict rest and followup xrays. And the nurse has mentioned me to contact the other dog’s owner to see if she could pay for some of the bills. The nurse told me that it will take at least 8-12 weeks time for Nomi to heal up. During this time, she can ONLY stay in a small cage and she cannot go anywhere except toilet. Therefore someone must always be watching over her and taking care of her. So I texted the other dog’s owner and the lady has not reply.
It's a lot pressure on me to pay his surgery, I tried selling my personal items but still a big gap. Please if there is any one would help a little, will be much appreciated!
All the money will be spent on Nomi’s vet bills.
