Help my son's mother have her late best friends car returned home!

My son's mother lost her best friend and was gifted her car by her mother which had been stolen and due to the driver fleeing police impounded for 6 months she had reported stolen but the towing place is still wanting 4600 to release vehicle due to being privately owned please help her release the car this is very sentimental any help would be hugely appreciated.
